48 Academic Policies/Programs Hearing Procedures Involving Maximum Suspensions College Appeals Committee Should the Vice-President of Student Services wish to recommend the suspension of a student for a period of more than 10 days, the case must be heard by the College Appeals Committee. It is the responsibility of the Vice-president of Student Services to assist the student throughout due process phase. The procedures to be followed are outlined below. (a) The Vice-President of Student Services will prepare a written statement of the specific charges against the student. A copy of the charges will be given to the student, and a copy will be filed with the College Appeals Committee. (b) The student being recommended for suspension must file with the College Appeals Committee an outline of how he will present his case at the hearing. Student Due Process Disciplinary Action by School Official Students who believe they have been grieved by a disciplinary action taken by a school official have the right to due process as outlined in Board Policy 5030. A request for due process should be filed with the Vice-President Student Services. A student charged with misconduct shall be provided with written notice to meet with a member of the college administration for a preliminary hearing. The student has a right to appeal to an appeals committee and thereafter to the President and then the Board of Trustees. Student Right to Challenge Contents of Record Board Policy 5025 allows a student to file a written request with the President to remove information recorded and alleged to be: (1) inaccurate; (2) an unsubstantiated personal conclusion or inference; (3) a conclusion or inference outside of the observers area of competence; or (4) not based on the personal observation of a named person. The student may appeal the Presidents decision to the Board of Trustees. Student Request for Change of Grade According to Board Policy 6031.7, in any course of instruction in a California Community College District for which grades are awarded, the instructor of the course shall determine the grade to be awarded each student. The determination of the students grade by the instructor shall be final in the absence of mistake, fraud, bad faith, or incompetency. A student may appeal the grade informally with the instructor. If a satisfactory resolution does not occur, the student may appeal the grade to the Dean, then the Vice-President Student Services or directly to the President, and finally to the Board of Trustees. Complaint Regarding Faculty According to Board Policy 9046, students may present a complaint about an instructor to a member of the administration either with or without the instructor being present. The student is encouraged to meet with the instructor for the purpose of resolving the difficulties prior to filing a written complaint. Signing a written complaint is essential for the students complaint to be considered. Student Newspaper The Crusader is the official student newspaper. It has three basic purposes: to serve as a medium for the dissemination of information of interest to the students and faculty; to provide a public relations medium between the College and the community; and to provide opportunity for practical application of journalistic skills to students enrolled in college journalism classes. This publication is handled by students under the supervision of a faculty advisor. Transcripts A student intending to establish eligibility for admission to another college or university should request the Student Services Department to send a transcript of his/her Antelope Valley College record to the college to which he/she is applying. Transcripts should be requested during the semester preceding the students contemplated transfer to another institution. At the end of the semester, a completed transcript will be sent if the student has requested it. The first two transcripts are provided free of charge, additional copies are available for $1 each. Withdrawal From a Class A student planning to withdraw from one or more classes must follow a prescribed class withdrawal procedure. Failure to do so will result in the students being awarded grades at the discretion of the instructor for each class in which the student is registered. (For further information, see Withdrawal Grades.) A student planning to withdraw from all classes and leave school must also pay all loans, fines, fees, and take care of any other outstanding obligations. Antelope Valley College will not send out any copies of the students transcripts under the State Education Code, Section 72237, . . . Student privileges, diploma, or transcripts may be withheld until the student pays a proper financial obligation due the District. State Education Code is available in the AVC library. Students may withdraw from a class by phone using the Antelope Valley College touchtone telephone registration system. The drop date for semester length classes is Friday of the 13* week of the semester. Students withdrawing after this date are subject to a final grade other than a grade of W" (see Withdrawal Grades). Summer Session: The drop date for all summer session classes is Friday of the fourth week for a six week class, and Friday of the sixth week for a nine week class. Students withdrawing after this date are subject to a final grade at the discretion of the instructor.
