elk hunting quota hunts inside the restoration zone for the 2005-06 hunting season 100 elk permits will be awarded permits are awarded by random drawing to those hunters who apply through the purchase of a $10 elk draw permit prior to july 31 hunting will be permitted in both limited entry areas large blocks of both public and private lands established to manage for high-quality elk and on public and private lands within the restoration zone at-large that are not part of a limited entry area permits will be valid for only a specific hunt period the following public lands are open to in zone at-large firearm and archery quota elk hunts firearm hunts are oct 1-7 bull and dec 3-9 cow quota archery hunts run from oct 1 ­ jan 16 drawn elk hunters or any other person hunting public or private lands open to a firearm elk hunt must comply with the hunter orange clothing law while the elk firearm season is open wmas ataya hardwoods portions in bell and knox counties and leslie county east of hunting where and when an open firearm quota elk hunt is going on must comply with the state hunter orange clothing law dates for elk firearm quota hunts for in zone at large and limited entry area are the same hunters may use equipment legal for deer hunting except that centerfire rifles or handguns must be a minimum .270 caliber to apply you must purchase an elk application permit before midnight july 31 an individual hunter may apply only one time those who apply will not be able to specify what sex they want to hunt or if they want to hunt a limited entry area or in the zone at-large hunters who apply should understand they may be drawn for either sex a limited entry area permit or an at-large permit anyone hunting on private land is responsible for obtaining landowner permission to hunt resident hunters drawn for an elk permit are required to pay a $25 elk hunting fee in addition to having a hunting license non-residents that may be drawn will be required to pay a $300 fee and have an annual kentucky nonresident hunting license prior to the hunt hunt fees must be remitted to the kdfwr prior to the hunt period and before the permit is issued residents and nonresidents are eligible to apply two additional bull permits are awarded annually to conservation organizations that agree to auction the permits to raise money for elk management drawn elk hunters are permitted two assistants during their hunt get your name in the hat by july 31 for this year s drawing have your social security or driver s license number handy hunters may apply at any license outlet over the internet or toll free by phone at 1-877-598-2401 limited entry area description begley wma/redbird limited entry area starting at the thousand sticks exit on the hal rogers parkway the boundary proceeds east along hwy 118 to the junction of us 421 at hyden ky the boundary then proceeds south along hwy 421 to the intersection of 421 and hwy 221 it then proceeds west along 221 to the intersection of 221 and hwy 66 the boundary then goes north following 66 to the intersection of 66 and us 421/hwy 80 hal rogers parkway the boundary then goes east along the hal rogers parkway to the thousandsticks exit completing the boundary it is possible other limited-entry areas may be available to elk hunt by the quota hunt dates elk hunting outside the restoration area kentucky has established a 16-county restoration zone where elk may only be taken by hunters who have been drawn for a quota hunt permit as previously described the elk restoration zone includes the following 16 counties bell breathitt clay floyd harlan johnson knott knox leslie letcher magoffin martin mccreary perry pike and whitley however elk may be taken from any county outside the restoration zone during deer season by a legal deer hunter who possesses an elk application permit elk taken in counties other than the 16 counties listed above do not count toward the deer season limit the season bag limit on elk is one per hunter per season elk do not have to be telechecked however these animals must be immediately reported to the kdfwr and checked on site before the carcass is moved hunters may field dress the animal but it cannot be transported from the spot where it was taken until checked by a kdfwr enforcement officer or biologist hunters who harvest an elk outside the restoration zone must call 800 252-5378 and report the kill hunters who fail to properly report harvested elk taken in counties outside the restoration zone are subject to severe fines and other penalties page 28
