Compressors are used to increase vapor pressure in the tank you wish to empty and push the liquid into a secondary tank that is the source of the product used to provide the vapor pressure. Once all the liquid is transferred, the 4 way valve allows you to switch to the vapor recovery mode and remove the residual liquid (liquid heel) and then pull the vapor pressure down to a level unachievable with a pump. Vacuum purging is an accepted method of purging and is used by most cylinder manufacturers as a value added labour saving feature for their customers. The Coro-Vac must not be used to remove propane vapors from containers, it is designed to work with air only.
